<br />. <br />- CITY OF ARDEN HILLS <br />=e MEMORANDUM <br />- DATE: January 22, 1997 <br />I TO: Brian Fritsinger, City Administrator <br /> D&J <br /> FROM: <br />I Cindy S. Walsh, Parks and Recreation Director <br /> SUBJECT: Resolution 97-07 for Trail Grant Application <br />. Back\;!round <br /> The Minnesota Department of Natural Resources Cooperative Trail Grant Program anticipates <br />I receiving funding again in 1997. The Legislative Commission on Minnesota Resources has <br /> recommended that the 1997 Legislature appropriate $200,000 to the Department of Natural <br /> Resources to accelerate development of trail linkages. This is the same program that provided <br />I funding, for the 1996 trail development project in Arden Hills. <br /> The emphasis of this program is to promote access between people and desirable destinations. <br />I The grant's primary purpose is to complete trail connections between where people live (e.g., <br /> residential areas within cities and communities) and significant public recreation facilities (e.g., <br /> parks and other trails). A secondary purpose is to link existing trail segments. <br />Ie Countv Road F Trail Se\;!ment <br /> I have been working on a plan for trail development that would help to link our neighborhoods <br />I and existing trail segments together. The Parks and Recreation Committee has provided <br /> suggestions throughout the process. I anticipate bringing this to the Council at a work session <br /> this Spring for review. I have also been exploring possible trail grant opportunities to aid in <br />I funding future trail segments. The County Road F segment between Hamline Avenue and <br /> Lexington A venue seems to be the best possibility for funding at this time. This segment would <br />I qualify for funds since it connects to the Shoreview trails, the Hamline Avenue sidewalk, and the <br /> Lexington Avenue trail. The trail would be construction along the north side of the road. A trail <br /> along Old Hwy 10 may also be an option, but not until the intersection with Hwy 96 has been <br />I reconfigured during the reconstruction process. <br /> Timelines for Completin\;! the Grant <br />I The matching grant money can be used until January 1,2000, If the City was awarded the grant, <br /> I would suggest this segment be done in 1998, or it could be done 1999 if there was another <br /> segment that became a higher priority. I am applying for the money now since funding from the <br />I State is never guaranteed to continue. The grant is due March 31, 1997. <br /> Estimated Cost and Funding <br />I The City Engineer has estimated the cost of the project to be approximately $65,000. Based on <br /> this estimate, the City's portion of the cost would be $32,500, I am assuming that the City's <br />,. portion would come from the Park Fund. <br />I <br />
