." Subd. 10 Sale. A "sale" shall mean any transfer of goods for money, trade, barter, or I -, other consideration. Subd, I I Compliance Checks. Upon receipt of a completed application, the city clerk shall forward the application to the council for I action at its next regularly scheduled council meeting.
