Subd. 8 <br /> A massage, rap, or sauna parlor is not identified in the zoning ordinance which - <br /> technically means it is not permitted. However, it may be considered a personal service <br /> which is allowed in B-2, B-3, B-4 and 6-B districts; however, an amendment would be <br /> necessary. It may be most appropriate, however, to direct the City Attorney to review - <br /> this portion of the ordinance to clarify any legal problems with mixing the licensing and <br /> zoning requirements for massage parlors in the same ordinance. <br /> Page 3-53. 330.03. Subd. 10. 1 and 2 - <br /> The Council may wish to delegate the public hearing process to the Planning - <br /> Commission. <br /> Page 3-67. 330.04 . <br /> The City does not license for taxicabs, and I'm not aware of any discussions with <br /> companies during my four years with the City.
