<br /> - <br /> - ~~ ~"'KJ+J6" 4- ~ <br /> . . atjfA 11 <br /> - <br /> GIS & PlANNING TECHNOLOGIES <br /> Ie 1ft North Metro 35W Corridor Coalition GIS Proiect Outline <br /> I Introduction: <br /> This document is intended to outline the infoonation required to initiate the development and <br /> I implementation of a regional GIS program for the North Metro 35W Conidor Coalition, The GIS program <br /> discussed here is similar in scope to the GIS program being developed by the Dakota County Economic <br /> Development Partnership, Implemented correctly, a regional GIS program could prove to be an ideal way <br /> I for the live cities of the North Metro 35W Corridor Coalition (Arden Hills, Mounds View, New Brighton, <br /> Roseville, and Shoreview) to address common planning and economic development issues facing the area. <br /> The North Metro 35W Conidor Coalition has at least three advantages that the DCEDP does not, First, the <br /> I size of the proposed project area is substantially smaller than the area in Dakota County. Second, the project <br /> would benefit from having the latest topological data from recent aerial photos, which will reduce the <br /> amount of added labor necessary to update existing buildings, roads, etc. Third, the North Metro 35W <br /> I Corridor Coalition has a much stronger and more identifiable common interest: I-35W, These advantages <br /> mean that a North Metro 35W Corridor Coalition GIS project, similar to DCEDP's GIS Program, would be <br /> much more manageable from both an administrative and a technical perspective, resulting in Imver costs and <br /> a completion in a shorter time-frame. <br /> I The following pages outline thc data and procedures necessary for developing a GIS project for the 35W <br /> Corridor that focuses on Commercial and Industrial areas. Estimated time and cost figures are covered as <br /> Ie well. The project has been broken into several phases to make it more manageable. Phase I deals with <br /> bringing each city in the group up to a common level concerning their GIS databases, Phase II outlines the <br /> opportunity for joint training once the data in Phase I is available, Phase 1lI involves a CommerciallIndustrial <br /> inventory that would provide the cities v..ith the information necessary to promote economic development <br /> I and redevelopment along the 35W Conidor, Phase IV addresses the potential need for custom GIS <br /> applications that could be developed and shared among the group, Phase V is a brief discussion of methods <br /> for making the commercial/industrial data more accessible to the public, <br /> I Phase 1- Base Data Development: <br /> I Phase I has been split into two parts due to the availability of data. The data required for Part I is currently <br /> available from Ramsey County and the participating cities, The data needed for Part 2 will come from the <br /> aerial photos taken this spring. This data will not be ready until at least this fall, As soon as the data is <br /> available from the county, Part 2 can be undertaken. <br /> I PhaseJ - Part 1: <br /> Part I involves the development of the "core" data that will be used in the project. The core data should <br /> I include parcels, roads, zoning designations, comprehensive plan designations, and existing land use <br /> designations. Also included in Part I is the creation of maps from the data for editing and presentation <br /> purposes. Following is a brief discussion of issues surrounding the core data: <br /> I Parcels: Ramsey County has completed its update to parcels/lots for all five cities, The county maintains <br /> information on both lots and parcels (a combination of severallo!s), For the purposes of this project, parcels <br /> should be the primary base layer. There is some question as how to best organize the relationship between <br /> I lots and parcels when dealing with both ArcCad and ArcView, The county, however, is flexible in the way <br /> they provide the data and format issues should be easily overcome. A more important consideration is how <br /> up-to-date the data is, The completed parcel layer recently obtained by the City of Roseville suggests that <br /> .- the parcel data has not been updated for as much as a year.
