MEMORANDUM <br /> DATE; February 27, 1997 <br />I TO; Brian Fritsinger, City Administrator <br /> ?S. <br />I FROM: Dwayne Stafford, Public Works Superintendent <br /> SUBJECT; Highway 96 Parking <br />I Back!!round <br />I The Ramsey County Department of Public Warks has identified all of Highway 96 within the <br /> City of Arden Hills for re-construction. The first segment is scheduled to be completed in 1998 <br /> and the remaining segment in the year 2000. This reconstruction will include four (4) traffic <br />I lanes, plus turning lanes. Shoulder areas will only exist where no turning lanes are constructed. <br /> Parking <br />I Although, paved shoulders will be available along portions of the road for emergency stopping, <br /> the high volume of traffic, the speeds, and the narrower shoulders will prohibit safe parking. <br />Ie Recommendation <br /> The Project Engineer for the Highway 96 re-construction has asked each City along the Highway <br /> 96 corridor to adopt a resolution banning parking on either side of the highway at any time. <br />I The Public Works Department asks that the City Council adopt the attached resolution. <br />I <br />I <br />I <br />I <br />I <br />I <br />it <br />I <br />
