<br /> The Staff has prepared a detailed work program for the GBD (Exhibit C). The purpose of the
<br /> work program is to layout the rationale approach for dealing with myriad of personnel, actions,
<br /> and time constraints which exist in this project. Each sheet in the work program represents an I
<br /> area of tasks which need to be performed, including the Staff assumptions of potential actions
<br /> required by the City Council and/or EDA. I
