Attached are 14 copies of the above-referenced feasibility study for your use, Please note, <br /> the report is "preliminary" in nature, in that we have been required to make assumptions <br /> related to the on-site soils conditions, proposed grading of the sites, fire flow requirements, <br />I and the Developer's proposed traffic generation volumes. <br /> The report addresses the ulility, storm drainage, street, trailway, and landscaping <br />. improvements to the Gateway Business District. In addition to descriptions of existing <br /> CIVIL ENGINEERING: conditions and proposed improvements, the report details the costs associated with each <br /> ENVIRONMENTAL portion of the project. The estimated cost of the project ranges between $1,855,000 and <br />..NIClPAl $2,416,500; depending upon the level of desired improvement and the selection of various <br /> FtANN!NG alternates available. Critical issues for your and the Council's consideration consist of the <br /> $OllDWASTE following: <br />I STRUCTURAL <br /> SU~VEYING Sanitary Sewer <br /> TRAme <br />I TRANSPORTATION The major issue related to sanitary sewer is the potential rerouting of the existing l8-inch <br /> RCP trunk sewer main from the south side of the rail spur to the proposed roadway north <br />I :~::CRICAl/MECHA\jICAl of the spur. This alternate results in an additional cost of approximately $195,000. The <br /> :;-.;G,N::~',\i(; financial feasibility of recuperating these costs should be evaluated in this matter. <br /> HVAC <br /> FOWER DlmISUT:QN Watermain <br />I SCAD", <br /> SYSTE."1 CC,\Hms The main issue related to the watermain improvements is the need to remove the existing <br />I 12-inch watermain in the former 14th Street Northeast right-of-way and reconstruct it in <br /> the proposed street north of the rail spur. We will also require coordination with the local <br />I fire department in the determination of necessary fire flows, hydrant coverage, and <br /> watermain looping requirements. <br />I Storm Sewer <br /> Major issues related to storm sewer include the need for on-site treatment and storage <br /> tlfICESIN: <br />I INNEAPOllS within each parcel, the possibility of combining City right-of-way ponding requirements <br /> with those of individual parcels, the determination of the placement of any City ponds <br /> PRIOR LAKE required, and the coordination of wetland delineation and mitigation. <br />I ST.
