<br />I <br />I. PROPOSED IMPROVEMENTS <br />I This section of this report addresses the proposed improvements associated with the development <br />I of the Gateway Business District. It is anticipated that these improvements could be initiated by <br /> mid-summer of 1997 in order to meet the demands of the potential occupants of Welsh <br />I Companies' Phases I through IV. <br /> Sanitary Sewer <br />I <br /> Through the analysis of the existing sewer and anticipated development concepts presented by <br />I Welsh Companies, two distinct alternates for the installation of sanitary sewer have been <br /> developed for the City's consideration. The first alternate would either remove, or abandon in- <br />I place, the existing 18-inch RCP trunk sewer main and reroute it within the proposed street right- <br /> of-way adjacent to the Minnesota Transfer railroad spur. This alternate is presented on Exhibit <br />I 5A and would require the installation of approximately 2,200 linear feet of 2 I-inch RCP pipe, a <br /> segment of which would require jack-boring beneath the rail spur. This installation would provide <br />.- service to those properties in Phases II, III, and IV; while maintaining the trunk sanitary sewer <br /> flow from the City of Arden Hills. <br />I Project costs for the rerouting of the City's major trunk sewer line are estimated at $336,000, as <br /> presented in the cost tabulation section of this report. The benefit of this alternate is the <br />. potentially enhanced developability of the large tract of property located south of the rail spur. <br /> A cost/benefit analysis of this alternate, with consideration of TIP dollars and future tax revenue <br />I potential, should be completed to further analyze the economic viability of this alternate. <br />. The second alternate for sanitary sewer construction would consist of the installation of two <br /> shorter segments of 8-inch PVC sanitary sewer serving either end of the proposed roadway <br />I adjacent to the rail spur. Alternate B sanitary sewer improvements are presented on Exhibit 5B. <br /> These improvements would involve the installation of approximately 1,700 linear feet of gravity <br />I sewer and a smaller jack-bored segment beneath the rail spur, as well. This alternate would not <br /> affect the existing alignment of the I8-inch trunk sewer main; however, as a result, the southern <br />I portion of the District would be limited or restricted in its development options which may reduce <br /> the potential tax revenues generated by the site. <br />.. <br />I -5- <br /> FEAS-520.089 520-089-10 <br />
