The estimated costs for both alternates, including the sidewalks and trail ways outlined above, are <br /> estimated at $1,468,000 for Alternate A, and $1,103,000 for Alternate B. <br /> . <br /> I Streetscape Amenities <br /> The final proposed improvements consist of an enhanced level of streetscaping improvements <br /> I throughout the area. These amenities would include both boulevard shade trees and smaller <br /> decorative trees, shrubs, small landscaped retaining walls, decorative bollards on center medians <br /> I at left turn lanes, and a Gateway Business District entrance monument at the intersection of West <br /> Round Lake Road and Ramsey County Highway 96. The estimated cost for the landscaping and <br /> I street scape improvements is approximately $123,000. Street lighting, median and boulevard <br /> irrigation, and the associated maintenance costs are additional items the City may consider; <br /> I however, these items have not been included in the cost estimate. <br /> I PERMITS, EASEMENTS, AND RIGHT-OF-WAY <br /> I- Various permits will be required for the implementation of these improvements. These include <br /> the Rice Creek Watershed District (RCWD) permit for storm drainage and water quality, the <br /> Minnesota Pollution Control Agency (MPCA) permits for both grading and storm drainage <br /> I construction as well as sanitary sewer construction, an MCES permit for the possible <br /> modifications to the City's trunk sanitary sewer, a Minnesota Department of Health permit for <br /> I watermain extension, a MnDOT drainage permit, and a permit for construction within the <br /> interstate right-of-way. <br /> I Exhibit IO shows the known existing easements and rights-of-way within the development. <br /> I Several of these easements create additional considerations for development of the District. These <br /> include the 130-foot wide NSP power easement, the remnants from the U.S. Pipeline easement <br /> I which formerly served TCAAP, and the existing sewer and water easement extending south and <br /> east from the 13th Street NE cul-de-sac. <br /> . Other right-of-way issues include the fact that the southerly extension of West Round Lake Road <br /> I (south of the rail spur) and 13th Street NE actually lie within easements. It is recommended that <br /> the City obtain fee title to these underlying areas as dedicated City right-of-way. It also appears <br /> I. that the remaining West Round Lake Road right-of-way is 66 feet in width, 33 feet of which is <br /> dedicated State of Minnesota right-of-way.
