<br /> Ir <br /> I CITY OF ARDEN HILLS <br /> ~ <br /> MEMORANDUM <br /> DATE: May 7, 1997 <br /> I TO: Brian Fritsinger, City Administrator <br /> I FROM: Terrance Post, City Accountant @f.) <br /> SUBJECT: ABW A Lady Slipper Chapter, Charitable Gambling Premises Permit <br /> I Renewal Application (License No, B-03162-003) <br /> I The two-year premises permit for the American Business Women's (ABW A) Lady Slipper <br /> Chapter to conduct Class B gambling activity (i.e., paddlewheels, pull-tabs, tipboards) at <br /> Flaherty's Arden Bowl will expire on July 31,1997. State Charitable Gambling Board re- <br /> I quirements are that Premises Permit renewal applications and supporting City resolutions be <br /> reviewed and approved sixty (60) days prior to license expiration date. <br /> I The applicant has submitted the following documentation in support of the renewal application: <br /> (a) A completed State of Minnesota Premises Permit renewal application form <br /> Ie (Exhibit A); <br /> (b) A Lease Agreement for pull tab activity at a permitted premises (LG202) signed <br /> I by Lessor, Daniel P. Flaherty (Exhibit B); and <br /> I (c) Paid the $ I 00.00 permit investigation fee. <br /> In addition, staff has obtained background checks for all individuals with check signing authority <br /> I of the charitable gambling organization and noted no irregularities. <br /> A review of compliance with ordinance fifty percent (50%) trade area spending requirements for <br /> I the twenty-four (24) month period from April, 1995 to March, 1997 has resulted in a finding that <br /> the organization has met this City requirement by expending 82% in the trade area (Exhibit C). <br /> The organization's charitable donation by-laws are also provided for additional information <br /> I (Exhibit D). <br /> The organization's Gambling Manager, Marilyn DanJillan, has been invited to the Council <br /> I meeting to address any questions Council may have of this charitable gambling organization. <br /> I Recommendation <br /> Staff recommends that the City Council consider approving Resolution #97-22, "A Resolution <br /> Approving ABW A Class B Charitable Gambling Premises Permit Renewal Application at <br /> f' Flaherty's Arden Bowl," at the May 12, 1997 regular Council meeting. <br /> I <br />
