<br /> 1212 LLC is requesting that the B-4 Zoning be amended to include Higher Education . <br /> and Special Education, hereinafter referred to as "HS Education" uses within the B-4 <br /> District. <br /> HS Education is an industry which is experiencing phenomenal growth as it addresses <br /> the needs of adults desiring additional education while at the same time maintaining a <br /> career or raising a family. <br /> With the exception of the Civic Center District which is limited to the area adjacent City <br /> Hall, the Arden Hills code does not provide opportunity for HS Education uses to <br /> operate within the City. <br /> HS Education within the B-4 Zoning will provide an orderly redevelopment of properties <br /> to a use that the market is demanding <br /> HS Education will be conducted in very similar surrounding as a typical office use (office <br /> is a permitted use in the B-4 District) would. Offices finishes would be similar to those <br /> found in your typical suburban office complex. <br /> HS Education use as described herein is generally conducted after 5:00 pm, thereby <br /> alleviating traffic congestion. Additionally, with a start time after 5:00 pm HS Education <br /> will bring people to the Arden Hills Community in the evening to utilize restaurants . <br /> (Perkins, Blue Fox, Burger King), grocery/hardware store, banks etc., all of which would <br /> benefit by an evening influx of people to the Community. <br /> Buildings that are meeting the HS Education demand for facility space must be <br /> attractive, modern and up to date in order to be competitive for this highly sought after <br /> HS Education need. Therefore to meet the HS Education need the market place we'll <br /> require appropriate upgrading and high levels of design and development to the <br /> facilities. This accomplishes one of the critical criteria's of the B-4 District. <br /> In conclusion, HS Education uses are very similar to office use, (permitted in the B-4 <br /> District) conducted in a professional environment, in facilities containing high standards <br /> of design and materials, bringing people/consumers to the area to utilize existing <br /> services while at the same time not negatively impacting the traffic with the majority of <br /> the services being provided during off peak hours. <br /> . <br />
