, FILE ~~'J~ 5P-.'fo
I g
I- Howard R, Green Company
IlIISlll1!GI1IClIG
CONSULTING ENGINEERS Formerly MSA
I Consulting Engineers
MEMORANDUM
I
To: Mr. Terry Post
I From: Greg Stonehouse
Subject: Resolution 97-29
I Date: May 27,1997
I This memorandum is presented to detail the proposed action outlined in the attached City Council
Resolution regarding the Gateway Business District. The resolution formally receives the Feasibility
Study presented to the City Council on May 12 and May 19,1997. No changes have been made to
I the project report; however, further consideration relating to the phasing of specific project
components has been afforded in terms of the utilization of various funding sources (i.e. assessments,
MSAS dollars, TlF, etc.)
.. The resolution also orders the preparation of plans and specifications for the portions of the project
slated for 1997 construction. The improvements and associated costs are presented on the attached
I cost tabulation. These 1997 improvements include:
. Realigument of the City's 18-inch trunk sanitary sewer from the easement extending easterly
I of 13th Street NE, to the proposed 14th Street NE alignment.
. The removal and realignment of the 12-inch watermain from the old 14th Street NE
I alignment to the proposed 14th Street NE alignment.
. The construction of that portion of the storm sewer necessary to provide an outlet to the
MnDOT system, appropriate water quality and storage facilities, and piping and
I appurtenances from the pond to the intersection of West Round Lake Road with 14th Street
NE, and east to the end of 14th Street NE.
. The construction of the proposed 14th Street NE.
I It is proposed that the reconstruction of West Round Lake Road, including storm drainage
improvements, and all of the streetscaping improvements be completed with the 1998 Pavement
I Management Project.
I The attached cost tabulation also details the possible assessments that may be utilized to fund the
project to some extent. The potential assessment costs for the 1997 construction and the portion of
the landscaping to be completed along 14th Street NE total $1,274,700. The minimum expected
f' assessment associated with the reconstruction of West Round Lake Round is also presented on this
table. It assumes that the street assessment rate would be based upon a typical 36-foot roadway, and
that the streetscaping would not be assessed. This number is presented for informational purposes
I 1326 Energy Park Drive. 51 Paul. MN 55108 . 612/644.4389 fax 612/644-9446 toll free 800/888-2923
