<br /> I" - <br /> I CITY OF ARDEN HILLS <br /> , MEMORANDUM <br /> DATE: June 25, 1997 <br /> I <br /> TO: Mayor and City Council <br /> I FROM: Brian Fritsinger, City Administratoce <br /> I SUBJECT: Certification of Local Performance Measures for <br /> Local Performance Aid Payable in 1998 <br /> I Background <br /> During the 1996 Legislative Session, the State adopted a law which provided for a new state aid <br /> for all cities beginning in calendar year 1997. This new aid was called Local Performance Aid <br /> I (LP A). <br /> I Minnesota Statutes, Section 477A.05, provides for LPA. In order to qualify for this new aid, a <br /> city must have a system of performance measures for services provided by the City, and must <br /> regularly compile and present these measures to the City Council at least once each year. In order <br /> '- to qualify and receive LP A in 1997, the City indicated to the State it was in the process of <br /> developing a system. <br /> I The City still does not have a specific system of performance measures in place for the overall <br /> . organization, or a specific budget area. By adopting the attached resolution, the City is <br /> committing to preparing a system for 1998. Staffhas begun working with other cities to discuss <br /> I methods of measuring performance. The League of Minnesota Cities (LMC) has been in contact <br /> with the Minnesota Department of Revenue on this issue. LMC representatives recently <br /> recommended that cities consider LP A no differently than HACA or LGA. In other words, the <br /> I City develops its budget and then subtracts the various aid programs to determine its final levy . <br /> It does need to specify the program to be the recipient of those funds, and develop a set of <br /> performance measures specific to that program. <br /> I At the June 16, 1997 City Council Worksession, this item was discussed and consensus reached <br /> I that a component of the I-35W Corridor Coalition be considered as a specific program area. <br /> After considering the various options, staff would recommend the City instead direct these funds <br /> towards partially supporting the City's share of the Ramsey County Contract Cities D.ARE. <br /> I program. For 1998, Ramsey County has proposed an Arden Hills amount of $18,723.85 for this <br /> program. Staff believes that this type of program will provide greater tracking and performance <br /> measurement opportunities. <br /> I The specific anjount ofLPA to be received by Arden Hills in 1998 is estimated at $12,122; an <br /> fI increase from $10,577 in 1997. <br /> Recommendation <br /> Staff recommends the adoption of Resolution #97-30, Approving Local Performance Aid. <br /> I <br />
