In the RFP, I have required information about areas of expertise that staff thinks would be most essential for our community in the future. St. Paul, MN I am aware of eighty-five (85) firms who provide civil engineering services, twenty-three (23) of. I whom are local and appear to do full-scale municipal engineering. As an alternate approach, the Council may wish to consider using a Request for Qualifications (RFQ), provided to each of these eighty-five (85) firms, to target a different group of short listed firms.
