I .
I
,. Mr. Dwayne Stafford
July 9, 1997
Page 4
I Conclusions
I The television inspection project provided valuable information about the structural condition of
some extremely isolated sanitary sewer lines and identified some sources of the III in the system.
In the residential area, root intrusion appeared to be the primary problem. Very little III was
I observed.
In the low lying interceptor lines a substantial number of leaking joints were observed but most of
I the pipe appeared to be structurally sound. The exception was the segment between County Road
E-2 and old Highway 10 in the Valentine Park area. This segment had structural and operational
(root intrusion) problems.
I The projected "cost recovery periods" appear to be quite long (34 to 103 years) however, the basis
for the calculations, estimated III rates and construction costs may vary somewhat due to the
unique nature of the proposed projects.
I Recommendations
I~ Based on the observations made from the television inspection work we would provide the following
recommendations:
I . In the identified residential areas, the City should investigate the use of root cutting
equipment followed by a root growth inhibitor.
. . Due to the unique nature of the proposed construction work in the interceptor areas we
would recommend contacting a Contractor(s) to further investigate the feasibility and cost
effectiveness of specific rehabilitation options.
. . The City should evaluate the budget available for rehabilitation work in comparison to the
preliminary Contractor costs to define feasible rehabilitation project(s) within the available
. annual budget(s).
The City should consider an annual allocation for rehabilitation work in order to continue
.
, reducing the amount of clear water entering the collection system.
We anticipate the brief letter report will provide you with the cost estimating information necessary
, to evaluate the corrective actions recommended. Greg Stonehouse will be present at Monday's
City Council meeting to address any further questions you or the City Council may have.
I Sincerely,
Howard R. Green Company
.. ~~
arles R J nski, P.E. Howard R. Green Company
8OO/320.0913.j
, CONSULTING ENGINEERS
