Therefore, the City Council is being requested to either; decide on the need for <br />I an Environmental Impact Statement (EIS), or postpone a decision for up to 30 days to gather <br /> additional information which is critical to the decision on the need for an EIS. <br />I Backl,l'round <br /> The Arden Hills Gateway Center project by Welsh Companies consists of four <br /> OfficelManufacturing/Warehouse buildings on approximately 42 acres in the northeast comer of <br />.. Interstate 35W and Interstate 694. The Phase I building is 154,264 square feet in area. The <br /> Phase II building is 104,532 square feet in area. The Phase III building is 115,575 square feet in <br /> area. The Phase IV building is 111,779 square feet in area. The EA W was published in the EQB <br />I Monitor on June 2, 1997. Therefore, the 30 day public comment period closed on July 2,1997. <br /> The City Council is required to make a decision on the need for an EIS within three (July 5, <br /> 1997) to thirty (August I, 1997) days after the close of the public comment period. The decision <br />I on the need for an EIS may be postponed for up to thirty days (August 29, 1997) to obtain <br /> additional information which is critical to the decision on the need for an EIS (MN Rule, Chapter <br />I 4410.1700, Subpart 2a, B). <br /> . <br /> Discussion <br />I The EA W is a brief document prepared in a worksheet format which is designed to rapidly assess <br /> the environmental effects which may be associated with a proposed project (MN Rule, Chapter <br /> 4410.1 000, Subpart I). In deciding whether a project has the potential for significant <br />I environmental effects, the City shall compare the impacts that may be reasonably expected to <br /> occur from the project with the criteria found in the rule (MN Rule, Chapter 4410.1700, Subpart <br /> 6). The criteria for determining significant environmental effect are found in Minnesota Ru1e, <br />I Chapter 4410.1700, Subpart 7, which states: "In deciding whether a project has the potential for <br /> significant environmental effects, the following factors shall be considered: <br />I A. type, extent, and reversibility of environmental effects; <br /> B. cumulative potential effects of related or anticipated future projects; <br />.. <br />I <br /> -------- <br />
