~
I'
I CITY OF ARDEN HILLS
I- MEMORANDUM
I DATE: July 16, 1997 "
,
TO: Brian Fritsinger, City Administrator 1'1
<,
I Te....ance Post, City Accountant @ i
FROM: -J,
".
I SUBJECT: Levied 1997 Street Improvement Assessment
at 1519 McClung Drive
I (McClung Second Addition, Lot 1, Block 3, PIN 22-30-23-23-0021)
I Background
The above referred property abuts two streets that were part of the 1997 Pavement Management
Program (PMP), McClung Drive is receiving a bituminous overlay improvement and Colleen
I Avenue is receiving a reclamation/reconstruction improvement. In the initial preliminary
assessment roll, it was assumed that all (100,95 assessable feet) of the improvement would be of
the reclamation/reconstruction type, However, at the March 31, 1997 Assessment Hearing, City
Ie Engineer Terry Mauer reevaluated the situation and determined that a 75% reconstruction (75,71
feet) and 25% (25,24 feet) would be more representative of anticipated project improvements,
1 This was the basis of the $1,920,52 assessment (75,71' * $23,7) = $1,795,08 = 25,24' * 4.97 =
$125.44) that was adopted by Resolution 97,14 as part of the final assessment roll on March 31,
1997,
I
I Subsequent Findings
At the present time, with both the McClung Drive and Colleen Avenue Improvements well
underway, it is possible to determine quite precisely the benefit the property is receiving from
I each of the Improvements, On July 15, 1997, the City Engineer informed staff that
measurements taken by his firm indicated that only 19,7 feet is benefited by the
reclamation/reconstruction improvement.
I
I
I
..
1
