I' ...
I CITY OF ARDEN HILLS
t' MEMORANDUM
DATE: August 4, 1997
I TO: Brian Fritsinger, City Administrator^ ..)
I FROM: Cindy S. Walsh, Parks lInd Recreation Director C>l
I SUBJECT: Repair of Cummings Park Wash-out Arca
Background
I A wash^out occurred at the east side of Cummings Park during the thunderstorms from June 29-
July 3. As a result of this, an area of 70 feet X 30 feet and an average of 7 feet deep has eroded.
City Engineer Stonchouse referred me to American Engineering Testing, Inc. to provide a
I recommendation for solving the problem. I have met with representatives from American
Engineering Testing, Inc. in an attempt to find the best way to repair the damage and prevent it
I from occurring again.
ProDosed reDair of the erosion
Ie The solution proposed by American Engineering Testing, Inc. consists of constructing a rip rap
lined spillway in the area of the washout. The spillway bottom is depressed 12 inches below the
sides to help channel the water and minimize the chance of water running down the edge of the
I spillway and creating a new erosion path. The project will excavate the disturbed soils that have
washed down to the bottom of the hilL I hope to be able to use this material to build the berm at
the bottom of the slope between the slope and the lake. The berm should be shaped to maintain
I drainage. The slope will then be reconstructed by placing a geotextile over the excavated
subgrade, covering the geotextile with granular filter, and then covering the granular filter with
np rap.
I The bituminous bike path will need to be removed during the construction, and repaved at the
completion of the grading of the slope. The final path grade is expected to be the same as the
I existing traiL
I I have enclosed a copy of two sketches which illustrate the design and a list of quantities.
Engineer Stonehouse believes that these pages can serve as plans and specifications for the
bidding process. A project of this scale must be bid for 10 days.
I Estimated Proiect Cost
MSA has estimated the project to cost $42,000-$50,000. The cost is based on the quantities set
I by American Engineering Testing, Inc. Engineer Stonehouse believes this to be a conservative
estimate. We would anticipate bids to come in closer to the $40,000 range.
..
I
