MEMORANDUM <br /> DATE: September 5, 1997 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrator ~ <br /> SUBJECT: 1998 Preliminarv Budl!et <br /> Background <br /> At the August 8, 1997 Worksession, discussion on the 1998 budget detail was held. These <br /> discussions solidified a number of questions raised by City Council and staff, and also allowed <br /> staff to prepare the preliminary budget and preliminary levy. I <br /> The City is mandated to adopt a preliminary budget by Minnesota Statutes 275.065, Subdivision <br /> 1. It states that the City must adopt the preliminary/proposed budget for the upcoming year by <br /> September 15, 1997. <br /> The preliminary budget is not subject to the same restrictions on subsequent increases as is the <br /> . proposed levy, The actual budget amount certified by the City during the official adoption Truth <br /> in Taxation hearing may be higher or lower than the amount the City adopts now. The budget <br /> may remain flexible during the year. <br /> Services and Programs <br /> The proposed budget and tax levy was prepared with the objective of maintaining existing <br />.. service levels. Although no major service level changes are proposed, the budget does place <br /> more of an emphasis on core services such as police protection, street maintenance, snow <br /> removal, and code enforcement. The City is proposing to add the snow plowing of park trails <br />- during the winter of 1998. <br />~ <br />- Staffing <br /> No changes are recommended for full-time City staffing levels (i.e.; 20 regular full-time, I <br />- regular part-time). However, an intern has been recommended for assistance in the areas of <br />I Planning and Zoning, and Code Enforcement. Additionally, the Public Works Department is <br /> planning on the use of two (2) temporary maintenance employees in 1998, instead of the three <br /> (3) planned for in 1997. <br />I General Fund/Levy Implications <br /> For taxes payable in 1998 and 1999, the City is under levy limitation, The legislation <br />I establishing the levy limit provides for adjustments to the City's base levy for the implicit price <br /> deflator and the change in households. These adjustments would have allowed up to a $40,528 <br />I. increase, <br />I <br />
