Tenants located on the <br />street or otherwise primary level in a center with a common mall or atrium shall be <br />considered to have direct access to the outside for the purpose of this section. <br />Subd. 1 The management and owncrship of any business establishment proposing to <br /> install signage must bc scparate and distinct from the management and <br /> ownership of any othcr cstablishmcnt in thc samc building or on the same <br /> building lot.
