<br /> I <br /> CITY OF ARDEN HILLS I <br /> MEMORANDUM .. <br />DATE: July 23,1997 <br />TO: Fire Services Task Force I <br />FROM: Terrance Post, City Accountant I <br />SUBJECT: Contract Discussion Issues <br />As a result of the fourth meeting of the Arden Hills Fire Services Task Force on July 22, 1997, I <br />the group identified several changes they would support in the next round of contract <br />negotiations with the Lake Johanna Volunteer Fire Department (LJVFD). These negotiation I <br />issues include the following: <br />1. Endorsement of a change back to city representation on the Fire Board in the form I <br /> ofa Joint Powers Agreement (JPA) structure. <br />2. Support for the creation of an independent full-time Fire Chief position selected I <br /> by the contract cities. This would represent a change from the current method of <br /> the LJVFD membership selecting the Chief. " <br />3. Removal of capital expenditures from the LJVFD budget. All such capital outlays <br /> would be approved, and funded, by individual contract cities. I <br />4. Change in the current contract payment terms from semi-annually to monthly. <br />5. Establish a balance sheet cash cap of LJVFD for working capital needs purposes I <br /> only. Excess funds in excess of cap to be distributed back to contract cities on <br /> proportional basis of contract revenues paid. For discussion purposes, the I <br /> December 31, 1995 cash and temporary investments balance of LJVFD was <br /> $793,404. The approximate contract cities services payments on a percentage <br /> basis has been Arden Hills 28%; North Oaks 13%; and Shoreview 59%. I <br />6. Eliminate detailed contract verbiage about ISO and replace with a requirement <br /> that the organization's ISO rating must not be higher than 5. I <br />7. Reduce the length of the fire protection contract from ten (10) years to three (3) to I <br /> five (5) years. <br /> I <br /> .. <br /> I <br />
