The Staff has met with the developer to discuss how this -- <br /> would be accomplished. The Staff is forwarding to the developer a letter detailing our <br /> understanding of the arrangement (Exhibit A). <br /> The third and last item relates to Morris Communications (Naegele - Fairway Outdoor I <br /> Advertising). The Staff of the City and Morris Communication wish to have something <br /> to "give thanks to" before next Thursday. To that end, it is hoped that a signed purchase I <br /> agreement, pond easement, and sign resolution will be complete prior to Thanksgiving. <br /> 2. Markefing Brochure. The Staff, Kasandra Bergland (BDC member), and Suzanne Faust I <br /> (Kindred Consulting) will be meeting on Wednesday, December 3, 1997 to discuss the <br /> hand off and completion of the marketing brochure. <br /> 3. TIF Talk. Attached is a guide to understanding Tax Increment Financing (TIF) that was I <br /> prepared by Minnesota Solutions (Exhibit B). Minnesota Solutions is a lobbying group <br /> on behalf of businesses and communities. I <br /> Code Enforcement <br /> 1. Leasing Signs. The Staff sent out a letter to all leasing companies who have leasing I <br /> signs in the City (Exhibit C). The letter explains the Sign Ordinance as its relates to <br /> leasing signs. The Staff has received approximately five (5) telephone calls from parties .. <br /> receiving the letter stating they appreciated the letter and soon as their facility was fully <br /> occupied that they would take down their leasing signs. If the Staff finds a building fully <br /> leased and a leasing sign still persisting, then this letter would have served as the I <br /> "warning letter" to the leasing company and the Staff will issue citations. <br /> 2. 1875 Lake Lane. The Staff continues to try and work with the landowner of this I <br /> property so that they will voluntarily bring this home up to code (Exhibit D). This house <br /> has been a neighborhood eye sore since at least 1993. The Staff is going respond to Ms. <br /> Teslow's latest letter and state fhat we want to inspect the home prior to Friday, I <br /> December 5, 1997. If that does not occur, then we would recommend the commencement <br /> of abatement procedures to the City CounciL <br /> 3. 1369 Foresf Lane. The property owner will be served this weekend. The property I <br /> o"ner then has 20 days to formally respond to the findings and 45 days to commence I <br /> corrective actions. <br /> 4. 4112 Valentine Crest Road. The Statlwas made aware ofa home occupation through I <br /> numerous neighborhood complaints regarding 4112 Valentine Crest Road. The property <br /> owner is illegally operating a mobile catering business (brings food to construction sites, <br /> etc.,) from the home. The owner receives the goods via a truck at 2:00 a.m. each morning I <br /> (which awakes and disrupts the neighborhood) and does not have a health permit from <br /> Ramsey County. The applicant has applied for a Class I home occupation permit (Staff .. <br /> administered), but the Staff is concluding that a Class II home occupation (Planning <br /> Commission/City Council approval) is required (Exhibit E). <br /> I <br /> -~ -- <br />
