I SUBJECT: Preparation of Plans and Specifications for the 1998 Street Improvements I Backllround The City Council and Staff have reviewed the Feasibility Report for the proposed 1998 Street Improvements. An informational meeting has been held and notices were sent to all affected I residents; as required, informing them of a Public Hearing on the proposed improvements. Notices of the Public Hearing were also published in the Bulletin on November 26 and December 3,1997. I Informational Meetinl! Ie An informational meeting was held on November 17,1997, at the Army Reserve Center. Approximately 40 residents attended this meeting. While the general issues raised at this meeting can be reviewed in the attached notes, the primary concerns of those attending the I meeting were as follows: 1. Costs - how the assessment policy works and payment options. I 2. Necessity - Why reconstruction with curb and gutter vs/overiay or sealcoat. 3. PCI (Pavement Condition Index) ratings and how they were arrived at. I Recommendation Council may recall that the Street Improvements identified in the Feasibility Report had estimated costs of $1 ,302,555, which far exceeded the amount staff had proposed spending I ($592,000). The City Engineer, Mr. Greg Brown, Mr. Post, and Mr. Stafford have evaluated the pros and cons of each street and recommend the following streets remain on the 1998 Street Improvement Project list.
