Drart North Metro 35W Corridor Coalition GIS Proiect Outline <br /> Introduction: <br /> This document is intended to outline the information required to initiate the development and <br /> implementation ofa regional ars program for the North Metro 35W Corridor Coalition, The GIS program <br /> discussed here is similar in scope to the GIS program being developed by the Dakota County Economic <br /> Development Partnership, Implemented correctly. a regional GIS program could prove to be an ideal way <br /> for the live cities of the North Metro 35W Corridor Coalition (Arden Hills. Mounds View: New Brighton. <br />- Roseville, and Shoreview) to address common planning and economic development issues facing the area, <br />. The North Metro 35W Corridor Coalition has at least three advantages that the DCEDP does not. First. the <br /> size of the proposed project area is substantially smaller than the area in Dakota County, Second, the project <br />I would benefit from having the latest topological data from recent aerial photos. which will reduce the <br /> amount of added labor necessary to update existing buildings. roads. etc, Third, the t'orth Metro 3SW <br /> Corridor Coalition has a much stronger and more identifiable common interest: I-3SW, These advantages <br />I mean that a North Metro 35W Corridor Coalition GIS project: similar to DCEDP's GIS Program. would be <br /> much more manageable from both an administrative and a technical perspective. resulting in lower costs and <br /> a completion in a shorter time-frame_ <br />I The following pages outline the data and procedures necessary for developing a GIS project for the 3SW <br /> Corridor that focuses on Commercial and Industrial areas, Estimated time and cost figures are covered as <br /> well, The project has been broken into several phases to make it more manageable_ Phase I deals with <br />Ie bringing each city in the group up to a common level concerning their ars databases, Phase II outlines the <br /> opportunity for joint training once the data in Phase I is available, Phase 1II involves a CommerciallIndustrial <br /> inventory that would provide the cities with the information necessary to promote economic development <br /> and redevelopment along the 3SW Corridor, Phase IV addresses the potential need for custom GIS <br />1 applications that could be developed and shared among the group, Phase V is a brief discussion of methods <br /> for making the commercial/industrial data more accessible to the public_ <br />I Phase I - Base Data Development: <br /> Phase I has been split into two parts due to the availability of data, The data required for Part I is currently <br /> available from Ramsey County and the participating cities, The data needed for Part 2 ...ill come from the <br />I aerial photos taken this spring. This data will not be ready until at least this fall, As soon as the data is <br /> available from the county: Part 2 can be undertaken, <br />I Phase I - Part I: <br /> Part I involves the development of the "core" data that will be used in the project, The core data should <br /> include parcels. roads. zoning designations, comprehensive plan designations. and existing land use <br /> designations. Also included in Part I is the creation of maps from the data for editing and presentation <br />I purposes, Following is a brief discussion of issues surrounding the core data: <br /> ~: Ramsey County has completed its update to parcelsllots for all five cities, The county maintains <br />I information on both lots and parcels (a combination of several lots), For the purposes of this project. parcels <br /> should be the primary base layer, There is some question as how to best organize the relationship between <br /> lots and parcels when dealing with both ArcCad and ArcView, The county. however, is flexible in the way <br /> they provide the data and format issues should be easily overcome, A more important consideration is how <br />I up-to-date the data is. The completed parcel layer recently obtained by the City of Roseville suggests that <br /> the parcel data has not been updated for as much as a year, At this point it is not clear whether or not the <br />~ 1 406 South Greeley Street.
