That the scope and quality of the Welsh Project <br />and the construction of the Public Improvement <br />Project are necessary to further the purpose of I <br />the Gateway Business District and to further <br />stimulate additional redevelopment within the <br />Gateway Business District. That pursuant to the terms of the proposed <br />agreement with Seller, the total number of <br />billboards located within the Gateway Business ~ <br />Oistrict will be reduced and not expanded thereby ...,. <br />furthering City's long-term goals of having all <br />property comply with City's zoning regulations. The Public Improvement Project will eliminate the need <br />for a sanitary sewer line which currently runs <br />approximately through the middle of additional land I <br />owned by Seller and located adjacent to the Real <br />Property. <br /> <br />J. In order to construct the Public Improvement Project I <br />which, in turn, will encourage the development and <br />redevelopment of land adjacent to the Welsh Project, <br />and in order to accomplish the goals of the Gateway I <br />Business District, the City must, in addition to other <br />matters: <br /> <br />1. Purchase Parcels A. B. and Co I <br /> <br />2. Obtain a temporary construction easement over <br />Parcel DI I <br /> <br />3.
