Special Use Permit Evaluation <br /> Section 8,D.3.b of the Arden Hills Zoning Ordinance lists the criteria for evaluating a . <br /> SpecialLJse Permit, which is also used for site plan reviews, The Planning Commission <br /> and City Council shall consider the effect of the proposed use upon the health, safety, <br /> convenience and general welfare of the owners and occupants of the surrounding land, in <br /> particular, and the community as a whole, in general, including but not limitcd to the <br /> following factors: <br /> 1. Existing and anticipated tramc and parking conditions; <br /> 2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br /> waste, and other nuisance characteristics; <br /> 3. Drainage; <br /> 4. Population density; <br /> 5. Visual and land use compatibility with uses and structures on surrounding land; <br /> 6, Adjoining land valucs; <br /> 7. Park dedications where applicable; and thc <br /> 8. Orderly devclopment of the neighborhood and the City within the general purpose <br /> and intent of this ordinance and the Comprehensive Development Plan for the <br /> City, <br /> Findings of Fact <br /> The Arden Hills City Council approved the use of the property for an office, production, and . <br /> warehousing building through Special Use Pem1it #96-12 on July 2, 1996. For amendments, <br /> the PI311Jling Commission must make a finding as to whether or not the proposed amendment <br /> to the Special Use Pem1it would adversely affect the surrounding neighborhood or the <br /> community as a whole based on the aforementioned factors. Staff offers the following <br /> findings for consideration: <br /> 1. The proposed tank will have no afTect ontraffie and will not reduce the number of <br /> parking spaces on the site. <br /> 2. The proposed tank will not create any noise, odors, or have any noticeable visual <br /> impact. <br /> 3. The proposed use will have no affect on drainage or population density. <br /> 4. The applicant proposes to extend thc cxisting fence twelve feet south to fully <br /> screcn the proposed tank from adjaccnt properties. The fence around the air <br /> handling units and the vegetation to the south will almost fully screen the nitrogen <br /> tank area from Round Lake Road and Interstate 35W, <br /> 5. It is unlikely that the proposed tank would affect land values. <br /> 6.
