<br />IV. TRAFFIC ANAL YSIS - <br />A. CAPACITY AND LEVEL OF SERVICE <br />An intersection capacity analysis was conducted for the study intersections per <br />the Highway Capacity Manual. The traffic forecasts shown on Figures 5, 6, 8; <br />and 9 were used with the existing traffic control and lane configurations shown in <br />Figure 2 to calculate LOS grades for the study intersections. There is no difference in the Level of Service <br />results between the build and no-build scenarios at the Highway 96/Hamline <br />Avenue intersection or the Hamline Avenue/Karth Lake Circle intersection. The <br />right-oul access to Highway 96 will operate at LOS C or better during the peak <br />hours. The Level of Service calculations are in the Appendix, They include LOS <br />calculations for each intersection approach. <br />Hamline Avenue provides an alternate access to Interstate 694 for vehicles that <br />normally access the Interstate from Lexington Avenue. The County is improving <br />Lexington Avenue this summer to alleviate congestion. A portion of the traffic <br />currently using Hamline Avenue as an alternate route to Lexington Avenue will <br />shift back to Lexington Avenue when it is improved. County staff plan on <br />reviewing the operation of the Highway 96/Hamline Avenue intersection when the <br />Lexington Avenue improvements are completed. The poor Level of Service <br />forecasted for 2007 can be alleviated by removing Ihe north/south split phasing <br />of the traffic signal.
