She asked if they would be willing to enter a <br /> signal at Keithson in order to allow safer turns on Highway 96, or could they expedite thc <br /> light at North Heights Church. Mr. Soler cxplained the formulas they looked at when <br /> thcy were considering a signal at an intersection. He stated it would be up to the City if <br /> felt they wanted to initiate a signal at North lIeights Church. He stated there was nothing <br /> traffic wise at that location to generate the nccd for a traffic signal. <br /> Commissioner Bezdicek noted there have been many comments about the hazard at <br /> Keithson. He asked if there was cause to put a median through there and construct the <br /> stop light down at North Heights Church. Mr. Soler statcd no 1cft turn at non-signalized <br /> areas would be safer, but he indicatcd that would also change the traffic flows. He stated <br /> he was not aware that the Kcithson intersection was a dangerous intersection and they <br /> were not proposing to change that intersection. <br /> Commissioner Bezdicek asked if thc County would cntertain another curb-cut on <br /> Highway 96. Mr. Soler responded the County would not entertain another curb-cut on <br /> Highway 96. He indicated this would be another unsignalized point and he did not . <br /> belicve this would be any safcr. <br /> Commissioner McClwlg recommended the following amendments to staff s conditions: <br /> Amendment #1: condition 5: Amend to read: The bylaws, covenants, deed restrictions, <br /> or any similar documents shall include all of the restrictions included in the approved <br /> Planned Unit Development These documents shall be subject to review by the City <br /> Attorney and shall be submitted prior to filing the Final Plat. <br /> Amendment #2: Condition 25: Strike all aner "lhe loll owing shall apply to all signage in <br /> the development:" and inelude: <br /> Bullet Point 1: "Onc monument sign that does not exceed the sign requirements <br /> of the Neighborhood Business Zone shall be permitted at thc Highway 96 <br /> entrance to the propcrty." <br /> Bullet Point 2: "Signage shall be Iimitcd to four squarc foot signs adjacent to the <br /> entrance of each unit, including a onc-foot squarc address nameplate, and there be <br /> no other signs applied to the cxterior of the buildings." <br /> Amendment 113: Condition 1132 "Gutlers and Downspouts.
