It'.- <br />ENHILLS • <br />September 9, 2003 <br />RE: Karth Lake Improvement District Public Hearing Notice 1 Project Bid Award <br />Dear Karth Lake Area Resident <br />Please be advised that the Arden Hills City Council will hold a public hearing on. <br />September 29, 2003 at approximately 7:00 p.m. to consider the creation of a lake <br />improvement district for Karth Lake. At the same meeting, the Council will also consider <br />the bid award for the pumping project. <br />As a follow up to the July 31, 2003 City Council meeting, the City Council voted to <br />proceed with the installation of a permanent pumping solution for Karth Lake. Further, <br />the Council directed city staff to solicit bids for the project and to begin the process of <br />creating a lake improvement district. As indicated at the meeting, the water will be <br />pumped from Karth Lake through Guidant and ultimately follow the natural drainage <br />pattern to Valentine Lake. <br />For clarification, at the July 31, 2003 Council meeting a household project cost estimate <br />of approximately $750 per property was provided. Subsequently, after researching lake <br />improvement districts on a more detailed basis, city staff and the city attorney have <br />determined that the cost cannot be allocated as a uniform assessment to all properties. <br />Rather, it is necessary to levy taxes on properties within the lake improvement district. <br />As such, depending on a homeowner's market value and the ultimate bid for the project, <br />the cost may be slightly higher or lower.
