Attachment E <br />ARDEN HILLS CITY COUNCIL WORKSESSION <br />October 20, 2003 4 <br />is <br />Bruce Thompson <br />Ramsey County <br />Mr. Thompson said the County's intent was for the City to enter into a long term <br />agreement with it, well beyond the ten years stated in the agreement. <br />Councilmember Grant asked if the City would consider its space in the facility as <br />an asset. He requested the "common elements" and "common area" of the facility <br />be delineated within the agreement. <br />Mr. Filla said the City would assume liability for its contents, but not the structure. <br />Councilmember Larson asked how the Ramsey County Sheriff's Patrol Station <br />would be indicated. <br />Mr. Thompson said the Ramsey County Sheriff's Patrol Station was being dealt <br />with as a separate entity, and Mr. Filla noted there was a provision in the <br />agreement indicating as such. <br />Mr. Filla said he would make the revisions, and bring to the County mid- • <br />November, and requested the Council see the final agreement at its November 10, <br />2003 meeting. <br />4.B 2004 PMP Street Vacations <br />Mr. Filla detailed the areas of the 2004 PMP-Edgewater Neighborhood that were <br />dedicated to public use in 1933 as a part of the plat of Lake Josephine Villas. He <br />noted the Council had the authority to vacate the public's interest in a right-of-way. <br />He said if a street vacation were approved, the full use of the right-of-way would <br />revert to one or more of the adjoining property owners. <br />The Council discussed the alternate access, existing public policies and the public <br />safety issue. <br />4.A Karth Lake Pumping Project Financing Options <br />Mr. Parrish requested Council's direction concerning financing options for the <br />pumping project. He presented four (4) financing scenarios for the project. <br />
