<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~HlLLS <br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 05-61 <br /> <br />RESOLUTION TO PARTICIPATE IN THE COUNTYWIDE EMERGENCY <br />OPERATIONS PLAN <br /> <br />WHEREAS, Chapter 12 of Minnesota Statutes and the Robert T. Stafford Act, <br />and the Superfund Amendments and Reauthorization Act of 1986 require all counties and <br />incorporated municipalities to develop and adopt plans for preparing for, responding to, <br />recovering from, and mitigating the effects of emergencies and disasters; and <br /> <br />WHEREAS, such plans are required to address all hazards and must meet no <br />fewer than 64 specific planning items; and <br /> <br />WHEREAS, such plans must be well integrated and coordinated to account for <br />the fact that emergencies in one jurisdiction impact on other nearby jurisdictions; and <br /> <br />WHEREAS, the plan must include an implementation and maintenance process <br />including plan updates, integration of the plan into other planning documents and how the <br />County will activate and coordinate activities with the affected jurisdictions; and <br /> <br />WHEREAS, Ramsey County Division of Emergency Management and <br />Homeland Security has indicated its willingness to coordinate these efforts should thc <br />municipality so desire; and <br /> <br />WHEREAS, the plan will be shared with all municipalities, the County Board of <br />Commissioners and the State of Minnesota Department of Public Safety, Division of <br />Homeland Security and Emergency Management for coordination; and <br /> <br />WHEREAS, the above reasons make it desirable for the county to utilize <br />common planning and response elements designed to integrate our emergency <br />preparedness, response, recovery, and mitigation efforts; and <br /> <br />WHEREAS, such indication is a requirement of the National Incident <br />Managemcnt System (NIMS) and the National Response Plan which is the template for <br />all jurisdictions in the United States; and <br />
