Under exi.sting conditions, site runoff discharges to City storrnsewer
along Highway 96 !Uld Hamline Avenue except for the southwest
site corner which dischlll"ges west to the adjacent property. The
proposed stormwater managemeot plan includes three infi Ilration
basins, three pretreatment (sediment) basjn~ and iii NURP pond,
which uftiJllately discharges to City stormsewer. The southwest
site C!"lrner continues to discharge west to the adjacent property.

[nitially. tlus plan significantly decreased the hydrology to the onsite
wetlands. The plall currently maintains hydrology to the onsile
wet/Mds by routing rohoff to them from the western and central
parking areas. Sediment basiJ1.s have been incorpomted into the
project to provi.de pretreatm.ent of runoff prior to discharge to
wethlllds. Baftled weirs are proposed to provide skimming
capability up to the l.year event for all runoff discharging to
wetlands; however, details for these structures are required.

TIle NURP pond (Polld I) is sized in accordance with District rate
control. and water qual.i.ty treatment requirements >lnd a pond outlet
detaIl has been provided demonstrating skimming capability up to
the I-year event.

The sl~bmitted geotecl:mical. soil borings indicate mostly clayey soils .
onsite; therefore, biollttrn,ti.on ls an acceptable a1.tema,tive to
in.fi.ltration. The PlOpoSed bi.ofil.l:r:ntion basins are sized in
$;cordance with District infiltration requirements.

3. A weiland delineation was submitled for this site under RCWD
Permit Application 05-035, which idenlifies two wetlands oosite
(Types! and 2). The District Wetland Specialist has reviewed and
aceepled the wetland bOW1dm:ies; however, Wctland A has been
deemed 'Type 3" mlher than Type I as depicted in tiN delineation
by RCWD. No wetl.and impacts are proposed.

4. There is no applicable regi.ollll.llOO-yeB.r flood elevation estllblished
for tllis site. Th.e proposed lowest flOor elevations satisfy District
freeboard requirements over all applicable IOO-year flood and EOF
elevations.

5. An acceptable erosion control pl.an bas been submItted including silt
fence downslope of disturbed areas and protecting onsite wetlands,
riprap at curb cuts and slormsewer outfalls, a rock construction
entrance, catch basin. inlet protection, revegetation specitications and
an impl€mental:ion schedule.
.

Emmons &.
