IV. TRAFFIC ANAL YSIS . A. CAPACITY AND LEVEL OF SERVICE An intersection capacity analysis was conducted for the study intersections per the Highway Capacity Manua/, The traffic forecasts shown on Figures 5, 6, 8, and 9 were used with the existing traffic control and lane configurations shown in Figure 2 to calculate LOS grades for the study intersections. It is assumed the driveway access to Highway 96 will be stop controlled and that an eastbound to southbound right turn lane will be provided on Highway 96 at the site's access, The curb and pavement currently exist for this right turn lane, but the striping will need to be revised, The LOS results are shown in Tables 2 and 3. The Level of Service calculations are in the Appendix. They include LOS calculations for each intersection approach, Hamline Avenue provides an alternate access to Interstate 694 for vehicles that normally access the Interstate from Lexington Avenue, The County is improving Lexington Avenue this summer to alleviate congestion, A portion of the traffic currently using Hamline Avenue as an alternate route to Lexington Avenue will shift back to Lexington Avenue when it is improved. County staff plan on reviewing the operation of the Highway 96/Hamline Avenue intersection when the Lexington Avenue improvements are completed.
