PROJECT DESCRIPTION e <br /> A 76,000 square foot office park is proposed in Arden Hills, MN (see Figure 1), <br /> The office park will be comprised of 30 "town-office" style units, The site is <br /> currently occupied by the old city hall, which is vacant. It is assumed that the <br /> development will be fully developed by 2006. The purpose of this report is to <br /> determine if roadway or traffic control improvements need to be made to <br /> accommodate the traffic generated by the development. <br /> /I. EXISTING CONDITIONS <br /> Vehicles will have access to the development from existing driveways on <br /> Highway 96 and County Road 50 (Hamline Avenue). The driveway on Highway <br /> 96 is a right-inlright-out access for the vacant city hall. The driveway on Hamline <br /> Avenue is a full movement access for the daycare facility, which is aligned with <br /> Karth Lake Circle. The driveways are shown on the proposed development plan, <br /> which is included in the Appendix. <br /> Highway 96 is a four lane, divided roadway with a 50 mph speed limit. It is a <br /> county road, The office park's right-in/right-out access on Highway 96 will be <br /> stop controlled, e <br /> Hamline Avenue transitions from a five lane roadway north of the site's driveway <br /> to a three lane roadway south of the site. Hamline Avenue is County Road 50, It <br /> has a 40 mph speed limit. The development's parking lot will connect to the <br /> daycare's driveway, which is currently stop controlled. TDI staff collected a,m, and p.m. <br /> peak hour turning movement data at the two intersections on Hamline Avenue in <br /> April 2005, The old city hall is not generating traffic because it is vacant. The <br /> data is included in the Appendix. The existing a.m, peak hour traffic volumes are <br /> shown in Figure 3 and the existing p.m. peak hour traffic volumes are shown in <br /> Figure 4, Average daily traffic volumes for the area roadways are also shown on <br /> Figures 3 and 4.
