NEW BUSINESS – 5C

MEMORANDUM

DATE: January 20, 2026

TO: Parks, Trails and Recreation Committee

FROM: Jess Skalicky, Parks and Recreation Manager

SUBJECT: PTRC Charter Update

Requested Action
Discuss potential changes to the PTRC Charter.

Background

The City of Arden Hills established a Parks and Recreation Committee in or before 1968. In
2000, the committee was renamed the Parks, Trails, and Recreation Committee. The committee’s
charter and ordinance have been amended periodically, most recently in 2024.

The current ordinance allows up to 12 members and up to two youth members. Compared to
neighboring and peer cities of similar size, the committee is relatively large.

The committee should discuss whether any amendments to the PTRC ordinance are desired.

Attachment

Attachment A: Parks, Trails, and Recreation Committee Ordinance
Attachment B: Neighboring & Peer City PTRC Committee Sizes
