ARDEN HILLS SPECIAL PLANNING COMMISSION – December 10, 2025 5 <br /> <br />B. Planning Commission Comments and Requests <br /> <br />None. <br /> <br />C. Staff Report <br /> <br />Community Development Director Reilly explained staff would like to confirm with the <br />Commission what additional information should be sought from Boston Scientific prior to the <br />January Planning Commission meeting. He reviewed a list of items that were discussed at last <br />week’s meeting and asked if there were any corrections or additions. <br /> <br />Commissioner Lindau asked that the noise measurement be conducted for each of the four main <br />sound sources. <br /> <br />Commissioner Jacobson recommended the location of these measurements be documented as <br />well. <br /> <br />Commissioner Birken indicated she would like the noise levels to be taken from the adjacent <br />homes because these were the receiving properties being impacted by the sound levels. <br /> <br />Chair Collins inquired if the City had ever stepped in and enforced the MPCA rules or <br />guidelines when it comes to the noise levels at Boston Scientific. <br /> <br />Community Development Director Reilly stated he was not aware of this taking place. <br /> <br />Chair Collins questioned if the neighborhood would have to do their own sound study in order <br />for this to occur. <br /> <br />Community Development Director Reilly indicated he was not able to answer this question. <br /> <br />Commissioner Bjorklund reported City Administrator Jessica Jagoe has extensive experience <br />doing this exact thing in Chisago County. He noted the City may have to conduct this testing and <br />stated it was expensive. <br /> <br />Chair Collins asked if there were any other comments or questions from the Commission. <br /> <br />Commissioner Lindau recommended the point sources and operating hours at the loading dock <br />be further addressed with Boston Scientific. <br /> <br />Community Development Director Reilly stated the City has not received any official <br />complaints from the neighbors regarding the loading dock, but staff was doing research on what <br />the requirements were at the time the original PUD was approved. <br /> <br />Chair Collins commented when the PUD was created there were noise levels that were <br />referenced. He discussed the MPCA noise levels that were allowed and stated the City may have <br />to consider what its intentions were for the noise levels and if they should be allowed to go above <br />the peak decibel levels. <br />
