AGENDA ITEM - 3D <br />'!Tt <br />-ADEN HILLS <br />MEMORANDUM <br />DATE: March 9, 2026 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Immigration Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Council should discuss topic areas below and provide direction to Staff on next steps. <br />Background <br />At the February 9th Work Session, the City Council requested a recurring work session agenda <br />item to allow for discussion on topics related to immigration enforcement. Below are topics that <br />were mentioned at either the January 31" Special Work Session or the February 91h meetings for <br />discussion by the City Council related to immigration enforcement. Council is asked to discuss <br />the below list of topics and provide direction to Staff on next steps and/or removal of any <br />particular topic(s) from the list and/or other topics that should be brought forward under this <br />agenda item for future discussion. <br />Utility Billing Late Fees <br />At the February 9th meeting, staff was directed to bring forward the discussion on utility <br />billing late fees. There are two types of late fees. As part of this discussion, Staff would <br />need an understanding from the Council on one or both types of late fees to be waived and <br />timing (i.e. when to start and when to stop). While there is an approximate amount <br />budgeted, it is not part of the core utility revenues (less than 1% of total utility fund <br />revenue). Staff anticipates the waiving of late fees to have a minimal fiscal impact, given <br />the historical trend of penalty fees. <br />For accounts that are over 30 days past due, the City charges an 8% late penalty. <br />0 2025 Late Penalty Fees totaled $18,633.53, with approximately 45% coming from <br />Commercial properties and 55% from Residential properties. <br />o A 4-year historical trend is provided below: <br />Page] of 3 <br />
