Approved: March 9, 2026 <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL CITY COUNCIL WORK SESSION <br />JANUARY 31, 2026 <br />5:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor Pro Tem Monson called to order the <br />Special City Council Work Session at 5:30 p.m. <br />Present: Mayor Pro Tem Tena Monson; Councilmembers Brenda Holden, Emily <br />Rousseau and Kurt Weber <br />Absent: None <br />Also present: City Administrator Jessica Jagoe and City Attorney Kori Land <br />1.APPROVAL OF AGENDA <br />Mayor Pro Tem Monson read the following statement: This the opportunity for citizens to <br />respectfully bring to the Council’s attention thoughts, comments and questions that are relevant to <br />the City on Federal Immigration in the community. In addressing the Council, you will come <br />forward to the microphone and state your name and the city you live in. Comments will be limited <br />to three minutes or less. Written documents or other materials, that you would like to have handed <br />out to the Council, can be handed to City Administrator Jagoe and she will distribute it. Tonight <br />we intend to speak and respond to your comments but we may refer an issue to Staff for further <br />research and possible report or action at a future Council meeting. <br />Mayor Pro Tem Monson stated this is a highly emotional topic with differing views and <br />intensities. The City Council asks that you do your best to remain respectful. She noted there are <br />numbered pages on the back table. She noted that it is assumed that those with numbers wish to <br />make a comment. She said if a resident thinks their comments or thoughts have been shared by <br />another community member, they are still welcome to come up and use their three minutes. She <br />said it is also okay if someone’s number is called and that resident has decided not to speak <br />anymore. <br />2.PUBLIC COMMENT ON FEDERAL IMMIGRATION IN THE COMMUNITY <br />Mayor Pro Tem Monson opened the meeting to Public Comment.
