Page 1 of 1 <br /> <br />CONSENT ITEM – 8D <br /> <br />MEMORANDUM <br /> DATE: March 9, 2026 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Jessica Jagoe, City Administrator <br /> <br />FROM: Julie Hanson, Assistant to the City Administrator/City Clerk <br /> <br />SUBJECT: Acknowledgment for Ducks Unlimited North Suburban Ch. 239 to Hold Raffle <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ $ $ <br /> Council Should Consider <br />Motion(s) to approve, table or deny the following: <br /> <br />• Acknowledging the LG220 Application from Ducks Unlimited North Suburban Chapter <br />239 for a raffle to be held at Welsch’s Big Ten on April 11, 2026 with no waiting period. <br /> <br />Background/Discussion <br />Ducks Unlimited North Suburban Chapter 239 has submitted a request again this year for <br />authorization to hold a raffle to raise money for the national Ducks Unlimited charitable <br />organization, whose mission is to protect, preserve and enhance North America’s wetland and <br />associated upland habitat. Per Minnesota’s Lawful Gambling regulations, they are required to <br />obtain acknowledgment from the City. This does not require a permit or license from the City as <br />it is not a premise permit. <br /> <br />As part of the requirement of the LG220 Application for Exempt Permit, the City must formally <br />acknowledge the application with no waiting period, with a 30-day waiting period, or deny the <br />application. <br /> <br />Staff recommends the City Council approve a motion acknowledging the LG220 Application for <br />Exempt Permit to conduct a raffle with a drawing date of April 11, 2026, with no waiting period. <br /> <br />Attachments <br />Attachment A: Ducks Unlimited LG220 application <br />Attachment B: Non-profit letter
