Page 1 of 1 <br /> <br />CONSENT ITEM – 8I <br /> <br />MEMORANDUM <br /> DATE: March 9, 2026 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Joua Yang, Finance Director <br />SUBJECT: Ordinance 2026-001 Amending Chapter 10 - Utilities <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br />Motion(s) to approve, table or deny the following: <br />• Adoption of Ordinance 2026-001 amending Chapter 10 - Utilities to combine the <br />regulations relating to rates and charges for utility systems to ensure consistency and to add <br />authority to impose costs and charges on owner for City utility-related work performed and <br />authorization to publish Summary Ordinance of 2026-001. <br /> <br />Approval for authorization to publish summary ordinance requires an affirmative vote of four councilmembers. <br /> <br /> Discussion <br />Following the Council's approval of After-Hours Call-Out charges in the 2026 Fee Schedule, <br />staff collaborated with the City Attorney to amend Chapter 10 - Utilities. This amendment <br />authorizes the City Administrator to assess on the quarterly utility bills the costs for utility- <br />related work (i.e. Water Turn-On/Off, After Hours Call-Out Fees) performed on private property, <br />whether initiated by the City or at the owner's request. Furthermore, staff is proposing as a <br />secondary part of this amendment to Chapter 10 to consolidate all utility rates and charges into <br />one uniform section for the reader and to ensure consistency without altering any existing rate <br />structures or processes for billing and delinquents.
