AGENDA ITEMS - 3F1 AND F2 <br />MEMORANDUM <br />DATE: April 27, 2026 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Human Rights Commission and Immigration Enforcement Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Council should discuss topic areas below and provide direction to Staff on next steps. <br />Background <br />At the February 9th Work Session, the City Council requested a recurring work session agenda <br />item to allow for discussion on topics related to immigration enforcement. Below are topics that <br />Council requested be brought back for discussion by the City Council related to immigration <br />enforcement. Council is asked to discuss these topics and provide direction to Staff on next steps <br />and/or removal of any particular topic(s) from the list and/or other topics that should be brought <br />forward under this agenda item for future discussion. <br />Human Rights Commission <br />At the March 9th Work Session, the City Council directed staff to bring back information on <br />establishing a Human Rights Commission using the City of Shoreview as an example. <br />In researching this topic, Staff found that the City of Arden Hills adopted Ordinance 169 <br />(Attachment A) in 1973 establishing a Human Rights Commission. This Commission shall <br />consist of ten regular members with appointments ranging from one to three year terms based on <br />years of age (under 21 years old and over 21 years old, respectively). Additionally, the <br />Commission allows for Ad -hoc members that may be appointed for one year terms. These <br />members are appointed by the Mayor and with the advice and consent of the Council. <br />Page l of 2 <br />
