AGENDA ITEM - 3A <br />MEMORANDUM <br />DATE: April 27, 2026 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: TCAAP Redevelopment Code Amendments Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Council should review the memo prepared by Kimley Horn on TCAAP Redevelopment Code <br />(TRC) Amendments related to Rice Creek Boulevard. <br />Background <br />At their March 101h Special Meeting, the Joint Development Authority (JDA) approved a <br />recommendation directing JDA staff to bring forward to the City of Arden Hills and Ramsey <br />Cuonty TRC Amendments related to Multi -Use Trails and Street Lighting along Rice Creek <br />Boulevard. <br />The City Council will receive a presentation from Kimley Horn on behalf of Ramsey County <br />pertaining to the multi -use trail and street lighting design elements as outlined in the TRC along <br />with an overview of supporting details related to the proposed infrastructure improvements <br />(Attachments A and B). <br />Council is asked to review and provide feedback to the consultants to help inform an upcoming <br />land use application from Ramsey County that they will be assisting to prepare for future <br />consideration of the proposed ordinance amendments. <br />Budget Impact <br />N/A <br />Page l of 2 <br />
