AGENDA ITEM - 3B
75 Years
MEMORANDUM
DATE: April 27, 2026
TO: Honorable Mayor and City Councilmembers
Jessica Jagoe, City Administrator
FROM: David Swearingen, P.E. Public Works Director / City Engineer
Jeff Frid, Public Works Superintendent
SUBJECT: Arden Hills Public Works Capital Equipment Discussion
Council Should Consider
Council should consider providing staff direction on future planning related to Public Works
Capital Equipment recommendations and purchases.
Background
The City Council and City Staff requested to discuss the Public Works Capital Equipment
recommendations and purchases ahead of the CIP budget cycle discussions.
Currently, Public Works manages replacement recommendations of all equipment and vehicles
by following the replacement cycle guidelines table (Attachment A), evaluating each item as it
comes within its replacement window, and producing a condition rating to assist in prioritization
(Attachment B). Staff then enter the recommended replacement year into the CIP. The Finance
Director provides feedback on the recommended timeline related to the fund balance, and Public
Works staff make adjustments as necessary, and the final recommendation is brought to Council
for consideration.
Traditionally, factors that are considered important when recommending replacement of
equipment have been maintaining a higher trade-in or auction value, reliability of uninterrupted
service to the community, taking advantage of warranty periods, and avoiding higher repair costs
before they happen.
