Old Business <br />None. <br />Public Hearings <br />None. <br />New Business <br />a. Elect Chair and Vice Chair <br />Director Mitchell requested the JDA elect a Chair and Vice Chair for 2026. <br />Motion by Commissioner Monson seconded by Commissioner Miller to elect John Wicklund <br />Chair of the JDA for 2026. Motion carried. <br />Motion by Commissioner Monson seconded by Commissioner Miller to elect Tara Jebens-Singh <br />Vice Chair of the JDA for 2026. Motion carried. <br />b. Review Road Map <br />Director Mitchell reviewed the Road Map with the JDA. She explained she was working with <br />Goff on the JDA annual report and noted this would be done prior to the February 15 deadline. <br />She indicated staff could work on an infrastructure webinar as previously discussed for March <br />of 2026. <br />Commissioner Jebens-Singh requested staff take into consideration the comments that were <br />made regarding trails and lighting and that these topics be written into the road map. She also <br />suggested the infrastructure webinar be moved to allow time for these questions to be <br />resolved. <br />Chair Wicklund recommended on May 4 the hybrid model report be presented to the JDA. <br />Chair Wicklund asked when the JDA would meet in September. Director Mitchell explained the <br />tentative meeting date was Tuesday, September 8. <br />Administrative Director’s Report <br />Director Mitchell stated sustainability work was ongoing and noted the staff was working on <br />precertification and certification items. She noted locations for the potential geothermal well <br />were also being considered at this time. She indicated staff has no new information on the Xcel <br />Energy pilot program, except that Xcel has brought a consultant on board.
