He stated that the idea is to position the PTRC in a way that makes it possible for the Committee to have discussions with Council and Staff regarding the parks and trails budget. He stated that what they are trying to do with the vision statement is create some form of global context where they can then assign priorities from within. Committee Member Williams agreed stating that the Council needs to decide, with help from the PTRC, as to what amenities they want to provide to the citizens of Arden Hills. He assured the Committee that the subcommittee was not trying to undo the current plan. Council Liaison Larson stated that the best thing the Committee could present to Council is a clear priority list that identifies their top five to ten items. Committee Member McClung asked ifit is their intent to include all ofthe priorities listed in the 2005 list. He noted that there are a couple of items missing on the map. Chair Henry stated that the subcommittee would like to meet a couple more times to "flesh it out" further and then come back to the PTRC with a more complete draft for their review and input. He suggested working through the draft in ajoint-working session before they present the final draft to Council. He stated that his intent would be to work through this process in the January/February/March timeframe to be ready for the next budget session. . Mr. Moore stated that Staff recently received the PCI rating for Arden Hills. He stated that it shows Snelling Avenue from Lindy's down to 51 is the worst neighborhood in the City. He stated that Staff is preparing a report to Council and this would be included in the 2007-2012 Road Project presentation. He noted that this could have some impact on trail placement in this area. Committee Member Williams stated that their priorities would be based on the highest need and where it would most likely happen. He stated that they have also discussed tradeoffs such as sidewalk placement on Lexington and reviewed with the Committee. 7. NEXT MEETING AGENDA . He stated that the July minutes stated that the City of Arden Hills is not going to purchase the property and asked if anyone is doing anything with the joint recreational facility. . ------.----.....-------
