ARDEN HILLS CITY COUNCIL—APRIL 27, 2026 20 <br /> Councilmember Monson stated she preferred requiring developers to construct family sized units. <br /> Councilmember Holden indicated the table has limits and explained she would be supporting the <br /> amendment. She did not believe it was necessary for 55+ senior developments to have a three- <br /> bedroom unit on every floor. <br /> Mayor Grant commented he does not see logic in requiring the 55+ senior developments to have <br /> three-bedroom units. <br /> Councilmember Monson explained she would prefer to keep all of this language but could support <br /> striking the 55+ language in Section 3. <br /> A roll call vote was taken. The amendment carried 3-2 <br /> (Councilmembers Monson and Weber opposed). <br /> AMENDMENT: Councilmember Holden moved and Mayor Grant seconded a motion to <br /> strike the words "is recommended by the Arden Hills Planning <br /> Commission and" from Subdivision 5A Item 5. <br /> Councilmember Weber stated a recommendation to deny was still a recommendation. He <br /> understood the language may be redundant, but he supported the language remaining as is. <br /> City Attorney Kirchoff reported the way the language currently reads, the Planning Commission <br /> would recommend approval of a waiver. <br /> Councilmember Weber inquired if it was redundant to have this language in place. <br /> Councilmember Holden stated all of Item 5 was redundant. <br /> Councilmember Monson indicated under the current language, a waiver would need to be <br /> recommended for approval from the Planning Commission and the City Council in order to be <br /> approved. <br /> City Attorney Kirchoff stated this is a really good point. <br /> Councilmember Monson commented this meant if the Planning Commission were to recommend <br /> denial of a waiver and the City Council were to offer their support, the waiver would not be <br /> approved. For this reason, she would support the amendment on the floor. <br /> A roll call vote was taken. The amendment carried (5-0). <br /> Mayor Grant stated he would like to make an amendment that addresses density bonus units and <br /> how they could be market rate and have upgraded features. <br /> Community Development Director Reilly cautioned the City Council from putting in code the <br /> bonus units could be upgraded from all other units. <br />
