ARDEN HILLS CITY COUNCIL—APRIL 27, 2026 22 <br /> Mayor Grant indicated his sense was that this item was not close to being approved. <br /> Councilmember Monson explained she would like to table action on this item to the first Council <br /> meeting in May. <br /> City Administrator Jagoe reported there was a motion and second on the floor for the amendment <br /> proposed by Councilmember Holden. She explained this matter would have to be dispensed with <br /> prior to the Council could table action on this item. <br /> Mayor Grant stated a motion to table would take precedent. <br /> City Attorney Kirchoff indicated this was the case. <br /> MOTION: Councilmember Monson moved and Mayor Grant seconded a motion to table <br /> action on this item to the first City Council meeting in May.A roll can vote was <br /> taken. The motion failed 1-4 (Councilmember Holden, Monson, Rousseau and <br /> Weber opposed). <br /> Councilmember Monson was of the opinion it was unacceptable for the City Council meeting to <br /> go this late. <br /> Mayor Grant reminded Councilmember Monson that she voted against tabling the meeting. <br /> Councilmember Holden stated this was an important document. She explained she watched the <br /> Planning Commission meeting and she had a lot of questions for staff regarding this document. She <br /> noted she had six more amendments for the Council to consider. <br /> Mayor Grant indicated he had three or four more amendments as well. <br /> Councilmember Weber was of the opinion tabling action on this item would be a huge step <br /> backwards. He supported the Council moving forward with the additional amendments. <br /> Councilmember Monson called the question for the amendment that was on the floor. <br /> A roll call vote was taken to call the question. The vote failed 3-2 <br /> (Councilmember Holden and Mayor Grant opposed). <br /> Mayor Grant explained a two-thirds vote was required to close discussion on a matter. <br /> Councilmember Holden inquired if the Mayor was choosing to make this meeting go longer. <br /> Mayor Grant indicated he was choosing to allow for additional discussion on this topic. <br /> Councilmember Monson excused herself from the meeting. <br /> Councilmember Holden expressed concern with the fact that a resident living in a 30% AMI <br /> affordable unit could make up to 140% AMI and could remain within the unit. She asked staff to <br /> speak to this further. <br />
