ARDEN HILLS CITY COUNCIL—APRIL 27, 2026 24 <br /> Mayor Grant was of the opinion 35% was too generous. He feared that developers would play a <br /> game in order to get as many units as possible on the property, while keeping the number of <br /> affordable units low. <br /> Councilmember Weber returned to the meeting. <br /> Councilmember Monson excused herself from the meeting. <br /> Mayor Grant stated he understood the bonus units would rent at market rate. He asked how the <br /> City defined market rate. <br /> Community Development Director Reilly reported market rate rents today in the Twin Cities <br /> were anywhere from $1,200 for a one-bedroom unit to $2,000 for a three-bedroom unit. <br /> Mayor Grant inquired if these figures could be equated to AMI. <br /> Community Development Director Reilly explained this was a single person making$43,000 per <br /> year renting a one-bedroom unit. <br /> Councilmember Monson returned to the meeting. <br /> Councilmember Holden questioned why the City didn't follow Shoreview's example when it <br /> came to density bonuses. She reported Shoreview only allows for eight to 20 units per acre and the <br /> City was proposing 50%. <br /> Community Development Director Reilly indicated the City was not proposing 50 units per acre <br /> but rather was proposing a 50%bonus density. He noted the maximum units per acre in Arden Hills <br /> was 20. He stated Shoreview allows for more units per acre in certain parts of their city than Arden <br /> Hills does. <br /> A roll call vote was taken. The amendment to change the density bonus <br /> failed 2-3 (Councilmembers Monson, Rousseau and Weber opposed). <br /> AMENDMENT: Mayor Grant moved and Councilmember Holden seconded a motion to <br /> amend Subsection 6, Item A to remove 30% AMI. <br /> Mayor Grant commented he supported Arden Hills working to closely align with Shoreview on <br /> this matter. <br /> Councilmember Holden stated developers know how to get funding if they want to put in 30% <br /> AMI units. She referred to the table noting the income level referenced was $0 to $50,000. <br /> Mayor Grant was of the opinion this reference has no purpose and should be removed. <br /> A roll call vote was taken. The amendment to remove 30% AMI failed <br /> 2-3 (Councilmembers Monson, Rousseau and Weber opposed). <br />
