ARDEN HILLS CITY COUNCIL—APRIL 27, 2026 4 <br /> Mayor Grant stated the City was proud to be a member of the Twin Cities North Chamber of <br /> Commerce. He thanked Mr. Dvorak for all he does to promote the businesses in the City of Arden <br /> Hills. <br /> 6. STAFF COMMENTS <br /> A. Transportation Update <br /> Public Works Director Swearingen reported Ramsey County's ADA/pedestrian ramp work has <br /> begun on County Road E. He noted this work was expected to be completed by Friday, May 8 at <br /> which time pavement work would begin. <br /> Public Works Director Swearingen discussed the MNDOT improvements that would be <br /> completed on Highway 51/Snelling Avenue from Highway 36 to Gray Fox Road. <br /> Public Works Director Swearingen explained Xcel had begun work within the City's PMP <br /> project area. He indicated the contractor will begin with watermain improvements along Highway <br /> 96 in the coming weeks which may require one lane of east bound traffic to be closed. He noted the <br /> contractor would also begin hardcourt reconstruction at Arden Manor Park and the ADA <br /> improvements at Arden Oaks Park. He stated the City will be sending out letters to the impacted <br /> property owners to attend an informational open house on Wednesday, May 13 at City Hall from <br /> 5:00 p.m. to 6:30 p.m. <br /> Councilmember Holden requested the roadway near the swamp/railroad crossing be addressed <br /> during the mill and overlay project. <br /> Councilmember Weber indicated at the last meeting there was confusion regarding a memo from <br /> City staff. He explained he asked for an item to be placed on this agenda in order to provide <br /> clarification on the memo and he was told now would be the appropriate time to ask for clarification. <br /> Mayor Grant asked why Councilmember Weber did not ask for an item to be added to the agenda <br /> prior to the agenda being approved. <br /> Councilmember Weber stated he clarified with staff prior to this meeting that this was the <br /> appropriate time to ask staff, during Staff Comments, to speak to this matter. <br /> Councilmember Holden commented this was another"gotcha". <br /> Councilmember Weber stated that Councilmember Holden's response was completely <br /> inappropriate, that he had asked for this item to be on the agenda at the last Council meeting and <br /> clarified with staff prior to the meeting that this was the time to bring it up. He stated it appears this <br /> was something the Mayor did not want to talk about. <br /> Comments to had not added an Item B under Staff <br /> Councilmember Holden questioned why staff d <br /> address Councilmember Weber's concern. <br /> City Administrator Jagoe explained in preparation for the agenda for this meeting she shared with <br /> the City Attorney that she should be prepared to provide clarification on the memo she prepared <br /> with regard to the Consent Agenda item order.
