Mr. Brown stated this will be <br /> evaluated. <br /> Mayor Probst stated Council consensus has been expressed to proceed with Staffs <br /> recommendation. Hc noted Stowe Avenue is a unique situation since New Brighton has decided <br /> to fund their portion of the roadway in 1998. <br /> In response to Mayor Probst, the following residents indicated they had no comment or that their <br /> questions had been answered: <br /> Thomas \Vhittles, 1867 Glenpaul Avenue; George and Vi Zauer, 4043 Valentine <br /> Court; Rollie and Elouise Herrigs, 3991 Fairview Avenue; Mina Aulsit, 3034 <br /> Benjamin Street NE; and Susan Christianson, Presbyterian Homes. <br /> Joan Olsen and Jerry Schreyer, 4054 Valentine Court, were not present. <br /> Mitch Bendix, 1948 Edgewater Avenue, stated he has no further comment. <br /> Michael Hill, 3280 Lakc Johanna Boulevard, asked if rates are based on benefit to the <br /> property. He stated his driveway is on Lake Johanna Boulevard and the side and back yard are <br /> on Sandcen. He asked how he will benefit from the overlay of Sandeen and ifhe will also be . <br /> assessed on Lake Johanna Boulevard when it is improved. <br /> Mayor Probst stated Lake Johanna Boulevard is currently a County Road but the County plans to <br /> turn it back to the City so the potential exists for assessment on both streets. <br /> Mr. Hill asked if it is legal and ethical to be assessed on both streets, Mayor Probst stated that it <br /> is. Mr. Hill stated he does not believe that it is and asked that this be noted in the record. <br /> Kristin Poelzer, 1870 Indian Place, thanked the Council for not reconstructing Indian Place at <br /> this time. She asked when it will be scheduled for reconstruction. <br /> Mr. Brown stated he would hesitate to place a date on that project but they will take another <br /> comprehensive look at the remaining streets and reevaluate them once this project is underway. <br /> Mayor Probst explained the Council attempts to project street improvements beyond one year to <br /> give residents advanced notice. <br /> Ms. Poelzer asked if a reconstructed road will last 20 years. Mr. Brown stated that this is the <br /> industry standard. Ms, Poelzer stated it has been about 20 years since Indian Place was <br /> reconstructed but she believes it may last five to six more years. She asked the City to keep <br /> residents appraised of improvement plans. <br /> Roger Luehn, 1967 Edgewater Avenue, asked if it will take three months to reconstruct . <br /> Edgewater. Mr. Brown explained the actual disruption to residents will be no more than <br /> approxirnately three weeks. <br />
